He regulates telecommunications to foster socio-economic development for the benefit of the South Sudanese people. He promotes capacity building, awareness, and confidence in the communication sector throughout South Sudan. Napoleon has worked with several humanitarian and civil society organizations as a child rights advocate, promoting the demobilization of child soldiers within the SPLA (Sudan People's Liberation Army). He also served as the Director of ICT in the Office of the President of South Sudan, where he established the presidential communication department. As CEO of South Sudan International Gateway, he launched the first international gateway to reduce call rates and enhance internet services in South Sudan. Notable achievements of Napoleon Adok Gai include leading projects that successfully fostered ICT rural connectivity, contributing to peace and development in the country. Mr. Napoleon holds a diploma in software engineering, a master’s degree in ICT, and an MBA in Project Management.

In addition to the following functions, the Office of the Director General also manages public awareness campaigns, facilitates capacity building, ensures compliance with regulations, and provides advisory support to government on communication-related matters and technological advancements.
