Welcome to the Licensing section of the National Communications Authority (NCA). As part of our mandate, we regulate, manage, and oversee all aspects of communications numbering and electronic addressing within South Sudan, as established under the National Communications Numbering Regulations, 2016. Regulatory Framework
The National Communications Numbering Regulations, 2016, were enacted to provide a robust framework for the control, planning, and management of numbering and addressing of network services within South Sudan. This regulatory framework ensures the efficient and fair allocation of communication numbers and addresses, contributing to the overall effectiveness and security of the national communications infrastructure.
Licensing Obligations
All licensees are required to adhere to the guidelines and rules set forth in the National Communications Numbering and Address Plan. This includes:

Efficient Use of Resources: Licensees must ensure that communication numbers and addresses are utilized efficiently and exclusively for the provision of communication services.

Compliance with Numbering Plans: Licensees must comply with the numbering plans prescribed by the Authority, including maintaining the integrity of the communication systems and ensuring that services are correctly identified.

Payment of Fees: Licensees are required to pay the prescribed fees for the allocation or assignment of communication numbers and addresses.

Non-Transferability: Communication numbers and addresses assigned by the Authority may not be transferred without prior written consent from the NCA.
Application for Communication Numbers
Licensees seeking to obtain communication numbers or addresses must submit an application to the NCA. The application will be reviewed in accordance with the National Communications Numbering and Address Plan, and, if approved, a certificate of assignment will be issued along with any conditions attached to the use of the assigned numbers or addresses. A prescribed fee will be applicable.
Cancellation of Assignment
The NCA reserves the right to cancel the assignment of communication numbers or addresses if the licensee fails to use the assigned numbers within the prescribed period or fails to comply with the regulations. Licensees may apply for an extension of time if they are unable to utilize the numbers within the given timeframe, but this must be done in writing and include valid reasons for the delay.
Penalties for Non-Compliance
Non-compliance with the National Communications Numbering Regulations, 2016, may result in significant penalties. These can include fines up to the equivalent of USD 500,000, imprisonment for a period not exceeding three years, or both, depending on the severity of the violation.
