Our Mandate
The National Communication Authority draws its mandate from the National Communication Act 2012. The mandate of the Authority, as provided for in the Act
Consumer Protection
The NCA safeguards the rights and interests of communications service users. Through monitoring service quality, addressing complaints, preventing fraud and abuse, and ensuring transparency, the Authority promotes fair, reliable, and trustworthy telecommunications, broadcasting, and digital services for all citizens.
Management and Delivery of the Universal Service and Access Fund (USAF)
The NCA manages and delivers the USAF to expand communications services to underserved and rural areas. Through targeted programs, transparent fund administration, and partnerships with operators, the Authority ensures equitable access to telecommunications, broadcasting, and digital services for all citizens.
Regulatory Framework
The NCA’s regulatory framework provides the rules, standards, and guidelines that govern the communications sector. It ensures fair competition, protects consumer rights, promotes quality of service, and fosters innovation and investment in telecommunications, broadcasting, postal, and related services.
Frequency Spectrum Management
The NCA is responsible for managing and regulating the national frequency spectrum to ensure its efficient and fair use. By allocating, licensing, and monitoring spectrum resources, the Authority supports reliable telecommunications, broadcasting, and emerging technologies while minimizing interference and promoting innovation.
Numbering Management
The NCA manages the national numbering resources to ensure fair allocation, efficient use, and interoperability across communication networks. This includes assigning telephone numbers, short codes, and other identifiers that enable seamless connectivity and reliable communication services.
Domain Name Management
The NCA oversees the registration, allocation, and regulation of national domain name resources. By managing domain names efficiently, ensuring fair access, and protecting intellectual property, the Authority promotes a secure, organized, and reliable online presence for businesses, organizations, and individuals.

Regulatory Framework
The NCA operates under the authority granted by the National Communications Authority Act, with responsibility for implementing national communications policies and ensuring compliance with regulatory standards.
Spectrum Management
The Authority is responsible for the efficient management of the radio frequency spectrum, allocation of spectrum resources, and monitoring spectrum usage to prevent interference.
Consumer Protection
The NCA works to protect consumer interests by establishing quality of service standards, addressing consumer complaints, and ensuring fair practices in the telecommunications market.

1. Conducive Environment for Operations
The National Communication Authority is very deliberate about creating a conducive environment for operations for all stakeholders in the telecommunications industry in South Sudan. Said stakeholders include: existing, potential licensees and investors, consumers of telecommunications services, public, civil society and government Institutions.
Set targets include:

Reviewing the National Communications Act of 2012 to facilitate a conducive environment for operations.

Facilitating the review of the Communications Sector policy of 2012.

Supporting development and implementation of a National Broadband Strategy.

Nurturing strategic public and private partnerships (PPP).

Promoting environmentally sustainable telecommunication development.
-
Fostering thorough and reliable research, development and innovation.

Promoting consumer and public engagement, in addition to awareness and empowerment through availability of trustworthy information.

Encouraging regional and international cooperation in the Information, Communications and Technology sector.
2. Institutional Capacity
All concerned parties are obligated to work hand-in-hand to ensure that the National Communication Authority meets the anticipated deliverables and scores on all KPIs. The NCA’s capacity and capability will hence be determined by how effective and efficient it is in implementing and delivering on set goals and targets.
Set targets include:

Recruitment and training of human capacity to deliver on stipulated tasks.

Creating a conducive working environment by constructing modern office buildings in which its operations shall be overseen.

Ensuring effective utilization of available resources in meeting NCA’s requirements.

Establishing and enhancing internal systems and processes for smooth operation.

Promoting corporate and environmental social responsibilities through professionally guided sensitization campaigns.

The National Communication Authority shall at all times necessary foster the development and maintenance of telecommunications infrastructure for the realization of its mission and vision.
