Juba, South Sudan - The chairperson of the NCA Board of Directors Hon. Tejwok Simon Ajak gives a speech at the reception for the Caretaker Minister of Information, Communications Technology, and Postal Services. The Chairperson of the NCA Board of Directors Hon Tejwok Simon Ajak has today attended the reception ceremony of incoming Caretaker Minister of Information, Communication Technology & Postal Services Hon. Ateny Wek Ateny at the ministry’s headquarters in juba following his reappointment by President Salva Kiir Mayardit. Speaking during the ceremony Hon. Tejwok , outlined the ministry and NCAs roles, reiterating that the National Communication Authority and The Ministry are very important institutions for moving South Sudan's digital agenda forward, Describing the Ministry as strategic policy oversight providers while the NCA as robust regulatory enforcement, He added that our organization's success rests entirely on institutional strength and teamwork. The NCA Board Chair stressed critical industry goals, such as the need to increase connection across the nation, improve Quality of Service (QoS), ensure communication services stay inexpensive for the people of South Sudan. He also emphasized the sector's vital role in bolstering democratic processes, stressing the need for essential operational requirements to enable the December 2026 General Elections, among them Ensuring stable, uninterrupted telecommunications networks across all states, to support public institutions and media coverage while guaranteeing digital access to citizens, ensuring timely, transparent, and reliable connectivity. He emphasized the need to put security measures in place to guard communication networks against cyber threats or disturbances during the election period and beyond. Additionally, he stressed the necessity of coordination with telecom providers and stakeholders to ensure consumer safety and service availability. The high-level reception was attended by Key leaders across South Sudan including information and communications technology (ICT) ecosystem, representatives from the information sector, The Media Authority, The South Sudan Broadcasting Cooperation (SSBC), and the Universal Service and Access Fund (USAF). The National Communication Authority (NCA) of South Sudan actively participated in the 72nd Governing Council Meeting of the African Advanced Level Telecommunications Institute (AFRALTI), held from August 31 to September 4, 2026, in Victoria Falls, Zimbabwe. Representing South Sudan was Mr. Daniel Deng Madut, the NCA’s Director of Human Resources.


Hosted by the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), the high-level meeting convened delegations from regulatory authorities, telecommunications operators, academic institutions, and regional bodies across Africa. The session served as a strategic platform to review AFRALTI’s institutional performance, align training priorities with emerging technologies, and solidify inter-agency cooperation across the continent's telecommunications landscape.

The event drew high-level participation from key ICT and regulatory entities across East, Southern, Central, and West Africa, including:-

Strategic Outcomes & Governing Council Deliberations


1. Committee Performance & Governance Review


The Governing Council systematically evaluated comprehensive reports and milestones submitted by its key standing committees:-

  • Human Resources & Professional Development: Assessment of regional training initiatives, skill gap analyses, and capacity-building frameworks.

  • Finance and Risk Management: Review of institutional budgets, risk mitigation strategies, and resource allocation for regional technical programs.

  • Strategy & Academic Affairs: Alignment of AFRALTI's curriculum with modern telecom standards, research output, and academic accreditation.


2. Policy Implementation & Emerging Technologies


Delegates assessed the status of resolutions passed during previous governing sessions and identified key priorities for the upcoming operational cycle. Central to the discussions was the need to adapt regulatory frameworks to rapid technological developments—such as 5G deployment, digital financial services, cybersecurity, artificial intelligence, and regional data governance.


3. Regional Cooperation & Knowledge Exchange


Beyond administrative oversight, the council provided a forum for peer-to-peer knowledge sharing. Regulatory leaders exchanged operational insights, discussed regional spectrum management challenges, and outlined joint approaches to building resilient digital infrastructure across Africa.
