Licensing Overview

The National Communication Authority (NCA), mandated under Sections 8 and 9(c) of the National Communication Act, 2012, is responsible for licensing all communication systems and services in South Sudan. In fulfilling this mandate, the Authority operates in accordance with key legislative instruments, including the National Communication Act, 2012 and the NCA Regulations of 2016, which cover licensing, dispute resolution, competition, frequency management, numbering, interconnection, tariffs, postal services, inspection and enforcement, standards, and type approvals. To further strengthen its regulatory oversight, the Authority has also developed a range of NCA guidelines that support effective governance and compliance across the communications sector.
