Eng. Virginio Kenyi Lomena, born in Loa Boma, Pageri Payam, Magwi County in Eastern Equatoria State, is a seasoned technocrat and veteran with over 41 years of service in telecommunications, civil administration, and public sector leadership.

He earned his Diploma in Telecommunication Engineering from the Telecommunication Institute in Khartoum, Sudan in 1984. He began his career that same year as Head of the Outside Plant Section in Rumbek, later serving as Department Engineer in Wau and Khartoum until 1989.
