Dr. Labanya holds a PhD in Development and Peace (with a main focus on Security and Business) from The
University of Juba, Masters in Business Administration, and Bachelors of Business Administration from
Makerere University. She got many trainings in the business sector and oil industry as well as ICT.
She has a vast working experience since 1991 to date and has also worked for several Government
Ministries (Education, Petroleum, Information Telecommunication and Postal Services) as Director
General for Admin and Finance and humanitarian sector in the Republic of South Sudan. She is currently
playing a big role in the NCA as Director of Corporate Affairs and Ministry of Information,
Telecommunication and Postal Services as Director General for Admin and Finance.
Dr. Labanya is well trained in Information technology (IT) specialist. Good in survey methodology,
customer and business design approach, donor and partners consultation mechanism.
She speaks several languages including English, Arabic, Kiswahili, Acholi, and Luganda.
