It is important to note that The MNO’s(Zain &MTN) license fees were paid to Sudan and upon independence because of treaties signed, MTN and Zain continue to operate on that license however they pay taxes and other fees to the South Sudan Government.
NCA doesn’t operate in a Vacuum and there are oversight mechanisms in place, with the Ministry of ICT&PS having supervisory oversight , a Board of Directors and An Executive management for the day to day running of NCA #SouthSudan #ConnectingSSD
