Dr. Gabriel Isaac is a Member of the National Communication Authority. He is also the acting UnderSecretary of the Ministry of Justice and Constitutional Affairs. He is a long serving legal counsel with extensive experience in the legal field.

He has over the years worked in various government entities such as the Ministry of Finance and Economic Planning in the Department of Taxation, Legal Administrator at the Bank of South Sudan, Head of Legal Administration at the Ministry of Commerce, Industry and Investment.

At the Ministry of Justice, Dr. Gabriel served in the departments of Public Prosecution, Civil litigation and Legal Opinion as well as Administration and Finance in both Sudan and South Sudan. He is also the Chief Registrar at the Directorate of Business registration to date.

He has served as a member of various professional committees and bodies such as: Member of Joint Border Commission since 2011 to date, Member of Insolvency International and Member Board of Directors NCA. He also published a book in January 2009 entitled: The Constitutional Framework of Southern Sudan Peace Agreements 1971 - 2007

Dr. Gabriel Isaac holds a Phd in Public Law and a Masters in Law both from the University of Juba. He also studied in the University of Neele in Khartoum where he obtained a Bachelors of Law degree.
